County Councils appointed to enforce new tyre compliance scheme

Cork County Council will be responsible for the south and south-west region, Dublin City for the midlands and eastern regions, plus Leitrim and Donegal County Councils will jointly enforce the West and Northwest. I’m not clear who will be looking after a county like Monaghan?
